Choose Cover and submission PDF from Paper in the toolbar, turn on Table of contents and save the PDF.
Contents come from headings
Headings made with #, ## and ### (levels 1 to 3) go into the contents. Picking H1 to H3 from the block menu does the same. Body paragraphs are left out, so write chapter and section names as headings.
Why there are no page numbers
Page numbers for a contents list are only known after the browser splits pages for printing, and browsers cannot write them back into the list yet. Body pages are numbered at the bottom center in Chrome and Edge.

Can I add contents without a cover?
